Important Update of Amazon's Pan-EU Program
Amazon has announced important updates to its Pan-European Fulfillment Network (Pan-EU) program and ERF exemption policies, effective June 25, 2025.
What’s New in the Pan-EU Program?
Starting June 25, 2025, sellers must list the ASINs on the Netherlands marketplace (Amazon.nl) and ensure you remain active and sellable to continue enjoying Pan-EU’s benefits.
For new ASINs added after June 25, 2025: Sellers must list products on Germany, France, Italy, Spain, and Netherlands to keep stay in the Pan-EU program.
For ASINs already added before June 25, 2025: To keep the Pan-EU eligibility, sellers must add the listing Netherlands marketplace.
Benefits of Listing in the Netherlands
Access to a fast-growing e-commerce market.
Local Fulfillment Benefits: Operating with local fulfillment can reduce your logistics costs by up to 43% compared to cross-border shipping.
Simplified Tax Structure: Unlike many other EU markets, you can start selling on Amazon.nl without first registering for a Dutch VAT number - removing a common barrier to market entry.

- ASINs that cannot be activated due to the lack of distribution rights in certain countries: Permanently exempt.
- ASINs that cannot be activated due to missing local language labels: Exemption period of 270 days.
- ASINs that cannot be activated due to compliance issues (e.g., EPR or WEEE): Exemption period of 90 days.
- ASINs that cannot be activated due to account suspension in certain countries: Exemption period of 90 days.
