Amazon has announced important updates to its Pan-European Fulfillment Network (Pan-EU) program and ERF exemption policies, effective June 25, 2025.

What’s New in the Pan-EU Program?

Starting June 25, 2025, sellers must list the ASINs on the Netherlands marketplace (Amazon.nl) and ensure you remain active and sellable to continue enjoying Pan-EU’s benefits.

For new ASINs added after June 25, 2025: Sellers must list products on Germany, France, Italy, Spain, and Netherlands to keep stay in the Pan-EU program.

For ASINs already added before June 25, 2025: To keep the Pan-EU eligibility, sellers must add the listing Netherlands marketplace.

Updates to ERF (European Fulfillment Network) Exemption Policies

Starting from February 25, 2025, the updated ERF exemption policy includes the following four scenarios.

  1. ASINs that cannot be activated due to the lack of distribution rights in certain countries: Permanently exempt.
  2. ASINs that cannot be activated due to missing local language labels: Exemption period of 270 days.
  3. ASINs that cannot be activated due to compliance issues (e.g., EPR or WEEE): Exemption period of 90 days.
  4. ASINs that cannot be activated due to account suspension in certain countries: Exemption period of 90 days.
